A ranking answers “what is generally considered good”. A bracket answers “what do I want to watch tonight”. These pages are the first question; the tournaments are the second.
Most “best films” lists are produced by sorting a database. The pool here is different: it is the set of titles that were considered worth putting in a bracket, category by category — genres, studios, directors, actors, decades, themes and awards. A film only appears if someone thought it deserved to face a rival.
